Letter to Cubans

Cubans:

There is a table that is waiting. It is not made of marble. It is made of wood, the same as always, the one that still knows the weight of an elbow and the weight of an absence. On the island there are people who set an extra place out of habit. In exile there are people who keep a seat that no one takes. This letter does not come looking for someone to blame. It comes with love. It comes to say what we want to organize together so that the empty chair has a body again.

Cubans of the island. Cubans who left. Cubans who never left in their hearts. No one is surplus at this table. No one has to choose between their brother and their dignity. Unity is not all of us thinking the same. Unity is recognizing one another.

This framework is called ORGANIZAR CUBA. Put the house in order. Bring the family together. Hand over power. It takes office in 2027. It hands over in 2031. Four years to put in order what can be lived in, and give it back. The clock stays with no one. Whoever organizes, hands over. That is the cleanest promise that can be made to a people: we are not coming to stay. We are coming to leave a path.

Cubanos Unidos is not this government. It is the courtyard. It is a square, not a ballot box. There, the Cuban from here and the Cuban from there look at each other without a party card. There, no government is elected. There, people look together to see whether a fact exists —light or rice, with a place and a date— that a neighbor can go and check. The square is the embrace that becomes a craft.

We want simple things. The things of life. The things that touch the chest before they reach a speech.

We want light at home. Hours a mother can count on. The first light that matters is the one in the bedroom, the one in the kitchen, the one for the child doing homework.

We want food you can see on the table. Rice, root vegetables, a plate that is not an advertisement. For producing in Cuba to mean something again.

We want water in the tap. To cook, to bathe, so that the day does not begin at the water tank.

We want a roof that does not leak and a block where the tenement is not a threat. For home to be home again.

We want a doctor who can stay. Supplies, a shift, a hospital that opens. Cuban medicine switched on for the people, with pride.

We want to get there. To work. To the doctor. To see our own. A bus that keeps its word. A day that is not spent entirely waiting.

We want a wage that buys food. For whoever works to be paid in something that is worth something at the market. For effort to carry weight.

We want our brothers and sisters at home. Whoever left, able to come back. Whoever stayed, able to stay with joy. The embrace at the airport lasting longer than the paperwork. The recipe back in the kitchen. The dead named with love, not as a tally.

We want a clean neighborhood. A street where children play without fear of dengue. Dignity on every block. A name and a fact.

We want a trade that can be practiced in Cuba. For a young person to shine with a dream that does not begin at an airport. To be able to study, work, invent, love, fail and start again in their own land. For Cuban intelligence not to leave disguised as a farewell.

And we want an elderly person —the one who kept the house, the one who waited, the one who still knows everyone’s name— to be able to look at a grandchild and say: there is a path. I am not leaving you a fight. I am leaving you a country you can live in.

That is prosperity. It is not a slogan. It is brothers and sisters at home. Young people who shine without leaving. Old people proud to see a future.

We are not looking for blame. We are looking for company. A country is rebuilt when the living recognize one another and the absent fit at the table. Continuity is the continuity of families. The thread that is not cut. The surname spoken again in the same room.

Rebuilding with love is not softness. It is craft. Love without organization evaporates. Organization without love grows cold. That is why there is a clock, a deed, tables, a board and a handover. Vision is knowing what gets done first —light or rice, with a place and a date— and to whom power is returned at the end.

Cubans: this is the path. Put the house in order. Come together. Hand over. If there is an embrace, a craft and a clock that keeps its word, Cuba can once again be the place where brothers and sisters are at home.

We will all have the same guide. A board every Monday: light, food basket, medicine, payroll. We are not going to blame anyone. We are going to rebuild. How we will do it together → /en/cartas#guia

How we will do it together

Sisters and brothers:

We will all have the same guide. Not one for the island and another for exile. One.

Every Monday we look at a board of four things: light, food basket, medicine, payroll. If a figure is missing, that seat does not exist. Silence is not filled in with a speech.

We are not going to blame anyone. We are going to rebuild. Rebuilding is a craft: teach, try, get paid, let go. Whoever organizes does not stay on as owner.

The reunion is not a rally. It is a brother coming back to the kitchen and a dead person named with love. Cubanos Unidos is a square, not a ballot box. There, people look at the fact —light or rice, with a place and a date— and go to check it.

This framework takes office in 2027 and hands over power in 2031. Four years. Single. Not renewable. The clock is not extended.

Organize. Unite. Hand over power.

The government we will be

Sisters and brothers:

The government we will be is not a throne. It is eleven seats and a figure.

Five craft tables: Light, Land, Water, Hospital, Family. Five engines: our own oxygen, investment on Cuban soil, tourism that switches on what is already built, agriculture that teaches-tries-gets paid-lets go, health that is not a ministry of miracles. And one more seat: the Monday board. That is where the figure sits. If the figure is not there, the seat does not exist.

There are no ministers appointed. There is no organization chart to replace the people. Ella Fontanals-Cisneros has not accepted. This paper does not speak for her. It does not name her president.

Whoever serves, publishes. Whoever publishes, lets themselves be measured. Whoever organizes hands over in 2031. No re-election. No witch hunt. No foreign administration. Sovereignty intact.

Serve. Publish. Hand over.

Raúl Castro

Raúl Castro:

This document does not come to settle a score. It comes to say, clearly, that the country can be handed over without a fire.

ORGANIZAR CUBA is a four-year mandate. It takes office in 2027. It hands over power in 2031. Single. Not renewable. There is no witch hunt. There is no court of exile. There is no humiliation of the armed forces by decree. Whoever protects the transition protects Cuba.

The Armed Forces are a fact of the nation. This framework does not dissolve them from outside or use them as a shortcut. It speaks to them about craft: light, food, water, health. The clock runs out. The State is put in order and given back.

Cuba is put in order at home. Sovereignty remains intact. The people measure facts, not slogans.

Trump

President Trump:

This framework does not ask for subordination. It asks for usefulness with rules.

Cuba needs flights, payments, family and investment. The United States can open up standing. The soil remains Cuban. There is no protectorate. There is no blank check. There is a mandate that takes office in 2027 and is handed over in 2031.

The Cuban family is split between the two shores. Bringing it together is not a political favor: it is craft. Whoever invests, invests under Cuban law. Whoever helps does not sit on the throne.

ORGANIZAR CUBA organizes, unites and hands over. Four years. No re-election. No witch hunt. Sovereignty intact.

Díaz-Canel

Miguel Díaz-Canel:

There is a way out with a date. It is not a coup. It is not humiliation as policy. It is putting the State in order, bringing the Cuban family together and handing over power in 2031.

This mandate does not use the State to settle scores. Not those of 1959. Not those of 2021. Whoever served, whoever stayed, whoever kept quiet in order to live, does not go on a list. Ordinary crime is prosecuted. That is not revenge. It is craft.

The people need a fact they can see: light or rice, with a place and a date. Without that, the paper is not born.

Four years. Single. The clock is not extended.

FAR

To the Revolutionary Armed Forces:

This mandate speaks to you without a decree of dissolution and without humiliation. The FAR are a fact of Cuba. You are not asked to make a pronouncement for the framework to be born.

There is no witch hunt. There is no surrender of sovereignty. There is no coup as a shortcut. There is a State that is put in order and handed over in 2031. There is craft for the people: light, food, water, health.

Whoever protects the transition protects Cuba. Whoever fires on the people is left outside this guarantee.

The clock is public. 2027 takes office. 2031 hands over.

Diaspora

Cubans of the diaspora:

Coming back is not giving orders. Helping is not sitting on the throne.

There is a table waiting on the island and a seat kept in exile. This framework wants those two chairs to have a body again. Cubanos Unidos is a square, not a ballot box: there, people talk and look to see whether a fact exists. The transitional government is not voted on in that square. The ballot box is 2031.

There is no list of enemies. There is no witch hunt against those who left or those who stayed. Unity is not everyone thinking the same. Unity is no one having to choose between their brother and their dignity.

Whoever produces in Cuba must be able to get paid. Whoever returns, returns to a home, not to a post.

U.S. Congress

To the Congress of the United States:

Family, payments, flights, investment with rules. That is what this framework puts on the table. Not a protectorate. Not a blank check.

Cuba is put in order at home. The mandate takes office in 2027 and is handed over in 2031. Four years to organize, unite and give power back. Sovereignty remains intact.

The United States can read this document standing: the text in front of it, not the rumor. A list of craft, not a slogan. Craft, not a flag.

Spain and the European Union

To Spain and the European Union:

Spain knows Cuba. It is not asked to be a guardian. It is asked to be a bridge.

There are Cubans in Europe and Cubans on the island who are the same family. A limited mandate —2027 to 2031— can receive investment and recognition without selling the soil. The clock runs out. Whoever organizes does not stay.

Europe can accompany the craft: light, food, health, family. Not someone else’s ministry. A bridge.

Marco Rubio

Senator Rubio:

Cuba is not surrendered. Cubans from both sides come together.

This framework treats sanctions and payments as craft, not as a flag. The family, the flights, the right to produce on Cuban soil: that can be discussed with rules. There is no blank check. There is no witch hunt. There is no re-election.

Artists

To Cuban artists, women and men:

Open culture. No ministry of truth. No aesthetic revenge.

Cuba is not rebuilt by silencing those who sing, paint, write or film. Nor is it rebuilt by using art as a weapon to settle scores. This four-year mandate does not appoint commissars of taste. It opens space. It hands over power in 2031.

The square speaks. The ballot box comes at the end. The people measure facts. Art does not ask permission to exist.

Doctors

To Cuban doctors, women and men:

Supplies. A salary that makes people stay. A clinic that opens. An operating room that does not go dark.

The name of Cuban medicine is switched on, not auctioned. The patient is not sold. Medical tourism, if there is any, comes with rules and without selling the sick.

This mandate lasts four years and is handed over. The craft of healing does not emigrate because the country becomes unlivable: it stays if there are tools and dignity. Light in the hospital. Light at home.
