The symbol is the agreed time. The star remains. Cuba remains. What does not remain is power.

02 · Ella

A light to meet by, not a caudillo.

Ella Fontanals-Cisneros was born in Cuba and grew up in Venezuela. Collector. Founder of CIFO. That work already exists without a presidency and without a party.

She can bring Cubans from both shores together without threatening anyone. That is why she is named in this design: not for a portrait, not for a cult, not because this paper speaks for her.

Acceptance is personal and comes later. Ella has not accepted. Until she accepts —if she does— the name is a proposal to meet, not an office.

03 · People

The square is another house.

Here the mandate is written. There, people look to see whether a fact exists. No one votes in either. The 2031 handover is not rehearsed on this sheet. There is no ballot-box column.

Deed of Mandate and Handover

In ________, on ________, the coordinator of this document and three witnesses appear. They are identified at the foot. They declare, and ask that it be recorded:

Article I · Framework

This document organizes a transitional government. It does not constitute a State. It does not replace the people. Its validity, if it ever has any, does not arise from this appearance: it arises from Article IX and from the personal acceptance provided for in Article III.

Article II · Time

The mandate described here takes office in 2027 and hands over power in 2031. It lasts four years. It is single and not renewable. The clock is not extended. This deed does not by itself set the day of taking office: that day remains conditional on Article IX.

Article III · Ella not bound

Ella Fontanals-Cisneros is proposed as a figure of encounter for the mandate. This paper does not bind her. It does not speak for her. It does not name her president. Acceptance, if it happens, is personal and later than this appearance.

Article IV · Clemency

Those appearing declare that the mandate does not include witch hunts or revenge as a program. Whoever organizes does not persecute. Whoever hands over does not punish anyone in the name of this document.

Article V · Sovereignty

The sovereignty of Cuba remains intact. This document does not authorize foreign administration, tutelage or a shadow government.

Article VI · A square, not a ballot box

Cubanos Unidos is a square, not a ballot box. It is not a party. It is not a list. It does not appoint ministers. It does not bear the star of the mandate. It is not born of this deed: it is another house.

Article VII · Church

The Church, if it takes part, is a bridge and care. It is not a ministry. It receives no portfolio. It does not sign this mandate.

Article VIII · Own oxygen

The oxygen for the first ninety days is one hundred thousand euros of the coordinator’s own money. There is no outside funding behind this appearance. Grupo Loureiro is not the government and is not to be confused with it.

Article IX · First fact

Without a visible fact —light or rice— with a place and a date that can be verified, the framework is not born, even if this paper is authorized, signed or notarized. Silence is not filled in.

Article X · Handover

In 2031 power is handed over. End of the mandate. No re-election. No extension of the clock. The handover is not a slogan: it is the end of what is organized here.
