Why two languages

There are Cubans in the diaspora who do not read Spanish. If this document exists in only one language, one shore is left with hearsay.

The United States, if it is to look at this framework, should read it standing: the text in front of it, not the rumor. That is why there is an English version: a parallel site, complete, at /en. It does not govern the page.

Spanish governs. English is courtesy, and says so. Whoever translates beyond that, translates too much.
